The SC once again employed Examplify, a secure computer-based testing program that enables examinees to take exams on their own devices. Aspiring lawyers sat for the 2025 Bar Examinations in person, at their chosen venues, under the supervision of proctors and monitored via closed-circuit television cameras.
2025 Bar Statistics
The 2025 Bar Examinations concluded on September 14, with 11,425 examinees completing the three-day tests—the largest number of finishers in Philippine Bar history.
A record 11,437 candidates took Day 1 on September 7, with 11,429 returning for Day 2 and 11,425 for the final day.
Out of 13,193 initial applicants, some withdrew due to unforeseen circumstances, but this year’s Bar set new milestones for both the highest first-day turnout and the most finishers ever.
List of Topnotchers and Top Schools
For the 2025 Bar Examinations, the high court is expected to release the list of topnotchers and top-performing law schools, following the same format used in the 2024, 2023, and 2022 exams.
In contrast, during the 2020/21 Bar Examinations, the Court did not release a topnotcher list and instead recognized examinees who achieved “exemplary performance” in the licensure test.
Coverage of Examinations
The 2025 Bar Examinations covered the following core bar subjects and their respective weights:
1. Political and Public International Law (15%)
2. Commercial and Taxation Laws (20%)
3. Civil Law (20%)
4. Labor Law and Social Legislation (10%)
5. Criminal Law (10%)
6. Remedial Law, Legal and Judicial Ethics with Practical Exercises (25%)
Bar Exam Passing Grade
Bar taker will have to earn at least 75% as total weighted score to pass. This score is the product of Bar subject’s relative weight and raw score as a percentage of the maximum possible score.
While a bar examinee is “deemed to have passed his examinations successfully if he/she has obtained a general average of 75%,” the SC en banc has the discretion whether to make adjustments, as it did in the previous Bar Examinations to lower the bar exam passing percentage.
In the 2024 and 2019 Bar Examinations, the passing percentage was adjusted from 75% to 74%.
Earlier, the Supreme Court also lowered the passing percentage to 70% in 2012, and to 73% in both the 2013 and 2014 Bar Examinations.
Previous Bar Exams
The 2024 Bar Examinations posted a 37.84% passing rate, with Kyle Christian Tutor of the University of the Philippines (UP) emerging as topnotcher after scoring 85.7700%.
In 2023, the passing rate was slightly lower at 36.77%, led by Ephraim Porciuncula Bie of the University of Santo Tomas, who scored 89.2625%.
The 2022 exams saw a 43.47% passing rate, with UP College of Law graduate Czar Mathew Gerard Torres topping the list at 88.8083%.
Meanwhile, the 2020–2021 Bar recorded a historic 72.28% passing rate—the highest in decades and the first exams held amid the COVID-19 pandemic.

Philippine Bar Exam Overview
The Philippine Bar Examinations, considered the most prestigious and challenging professional licensure exam in the country for aspiring lawyers, is the only professional exam not administered by the Professional Regulation Commission (PRC). It is exclusively supervised by the Supreme Court.
The Supreme Court conducts the Bar Examinations pursuant to Article VIII, Section 5 of the Constitution, which grants it the power to promulgate rules governing admission to the practice of law.
Many Filipino lawyers describe the Bar as difficult due to its coverage of a wide range of subjects, with the annual passing rate typically expected to be between 20% and 40%.
