MANILA, Philippines – The Professional Regulation Commission (PRC) will announce on Friday, November 28, 2025 the results of November 2025 Civil Engineering Licensure Exam (CELE), including the top performing schools and performance of schools.
PRC administered the Civil Engineering board exam on November 22 and 23, 2025 in the cities of Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Ilocos Sur.
The examination was originally scheduled for September 27 and 28, 2025, but was moved to a later date due to Severe Tropical Storm “Opong."

Previous Examinations
In the April 2025 Civil Engineers Licensure Examination (CELE), the University of the Philippines (UP)–Diliman dominated the list of top-performing schools with a 98.21% passing rate (55 out of 56 examinees). The University of Southeastern Philippines–Davao City followed with 83.87% (52 out of 62).
For the November–December 2024 CELE, UP–Diliman once again secured the top spot with a 93.18% passing rate (82 out of 88). Carlos C. Hilado Memorial State University–Talisay ranked second with 91.38% (53 out of 58).
In the April 2024 Civil Engineer board exams, De La Salle University (DLSU)–Manila stood as the sole top-performing school, recording a 90.32% passing rate with 84 passers out of 93 examinees.
During the November 2023 Civil Engineer board exams, UP–Diliman led all institutions with an impressive 98.55% passing rate (68 out of 69), followed by UP–Los Baños with 96.55% (56 out of 58).

Registration Details
Professional Identification Card (ID) and Certificate of Registration will be issued through online registration.
Initial registrants are advised to register via the official website of PRC and follow instructions for the registration.
Date of Registration: To be announced
Those who will register are required to bring the following:
- downloaded duly accomplished Oath Form or Panunumpa ng Propesyonal
- notice of admission (for identification only)
- 2 pieces passport sized pictures (colored with white background and complete name tag)
- 2 sets of documentary stamps
- 1 piece short brown envelope
Successful examinees should personally register and sign in the Roster of Registered Professionals.
Verification of Rating
All examinees, passed or failed, may verify their rating within few working days after the results were posted.

Provide the required details such as examination name, exam date, application number, first name, last name, and birthdate.
Oathtaking Details
The PRC will announce oathtaking schedules in few days after the release of exam results, and those attending the face-to-face mass oathtaking must register by noon the day before via https://online.prc.gov.ph.
Inductees must print and bring their personalized Oath Form with a QR code for attendance tagging; those unable to attend in person can opt for an online or special oathtaking.
Following the ceremony, inductees must schedule their Initial Registration online through the same portal.
Coverage of Examinations
The two-day Civil Engineer board exams covered the following major subjects: mathematics, surveying and transportation engineering (35%), hydraulics and geotechnical engineering (30%) and structural engineering and construction (35%).
